Is it art? Multicoloured road markings in Norwich

Walking through Norwich city centre last month I came across what looked at first glance like graffiti in an unusual place. The patch of road at a pelican crossing was covered in mysterious multicoloured markings. An adjoining road had been partly dug up: the markings were, I assume, to guide the diggers.

But what does it all mean?

And why paint "poor signal" on the pavement?

Today is my last day at work for three weeks. Hooray! Next week Ally and Ben are coming to watch the World Cup Final with us (they're threatening to bring their video projector so we can watch on a screen larger than our, admittedly smallish, 13" monitor; Jan gets to wear her gown and hood(ie) as she collects her MA from the UEA (I will earlier have collected my ma (and pa) from the station); and we look forward to a week on Shadow after an owners' meeting in Hillmorton. Oh, and our solar panels are being installed on the roof of our house. Quite a busy week.
