As Alf correctly identified, it's a (frosty) fairlead.
I'm not a fan of fairleads, but the boat came with them: on the bow and on the handrails opposite the centre line anchor point. A number of years ago I witnessed a fairlead pinging off a boat's bow as the bow rope was under strain.
Is the point of them to protect the paintwork? They certainly don't seem to protect the ropes.

Had them on the share boat, I did not use them, would not fit them on our present boat, because, as you say, they chaff ropes, & have the potential to become missiles. On the front cants on the boat, I have fitted rubbing strakes to protect paintwork, but even they chafe ropes to a certain extent.
We don't have those on NP just the old fashioned rails. I was thinking today while washing all 10 windows on the boat that if I had a continuous piece on the top of the boat then my windows would stay cleaner longer!
I put our centre rope between two of the struts that hold the rail on the boat, that seems to do the trick for us.
I suppose I could unscrew them and fill the holes ...
