The figure consists of twisted railway tracks and is shown holding a steam locomotive and tender.

WOW I'm truely amazed that I'm right as I've only ever seen photos of the sculpture :)
The last time I went through Wolverton on a boat they still had some remnants of the railway works... (yes I am that old) LOL
