It is part of the striped awning that shields the steerer - helmsman?- on a hot summer's day.

My guess is that it's certainly a photo of a reflection in the water, but of what I'm not too sure. Perhaps a fence around a weir or a grating across a tunnel roof?
Some sort of non-slip surfacing, somewhere?
