Some sort of steel or iron cover a drain or sluice. Could it be one of those that shoots water up your leg when you wind a ground paddle?

One of the drawbacks of preparing posts for future publication, especially in a mini-competition like this, is that it can be a while before responding to comments, and someone might already have got the answer.
