It's a garden shed on water.
It looks like a very nice garden shed.
I wouldn't mind one in my garden.
Presumably its profile would stop it getting through bridges, let alone tunnels, so it probably doesn't move very much. So it doesn't really need to float. It might as well be standing on stilts - or standing on the bank.

Love this! It would just be so handy to have something like it next to my barge! But then that would make it difficult to move, which would rather defeat the object of living on a barge....hmmmm. Maybe not.
