Well, it looks as if it's being towed (or operated by remote control), and it has and empty hold, so it's probably a historic style with canvas sides rolled up on each side. Maybe I'm missing something, but I don't see why it should necessarily be so small, or am I just being blonde?
Unless, as Lesley says it's a model :) The mop looks a bit toy like!
