Mystery photo - can you tell what it is?


The only clue I'll give (at this stage) is that I saw it on the Tame Valley Canal. Tomorrow I'll reveal a little more. Make your guesses via the comments!

the outer stuff looks like paint/bitumen, reminds me a bit of what happens to the other side of boat steel when it's been welded...

so part of a sign/graffiti, or art/sculpture?
